Stephen was born June 1, 1946, in New Bedford, Massachusetts, A loving husband, dedicated city worker, and friend to all, Stephen's life was marked by commitment, hard work, and an unwavering love for his family and community.

Stephen began his career with the City of New Bedford in the maintenance department. His dedication, passion, and love for his hometown shone through in his work, ensuring the city was a safe, clean, and welcoming place for all its residents.

Stephen is survived by his loving wife, Patricia Costa, who brought joy and love into his life. He was preceded in death by his father, Stephen Costa, and mother, Medora Green. Stephen's love for his family was evident in his daily life, and his memory will forever be cherished by those who knew him. As a husband, son, and friend, Stephen exemplified the qualities of loyalty, dedication, and love.
